Traffic Signs Manual Chapter 5: Road Markings
The Traffic Signs Manual is intended to give advice to traffic authorities and their agents on the correct use of signs and road markings. Mandatory requirements are set out in the current version of the Traffic Signs Regulations and General Directions; nothing in the manual can override these. The advice is given to assist authorities in the discharge of their duties under section 122 of the Road Traffic Regulation Act 1984, but it is for traffic authorities to determine what signing they consider necessary to meet those duties. 1.2 The Traffic Signs Manual is applicable in England, Northern Ireland, Scotland and Wales. References to “the Secretary of State†should therefore be interpreted as referring to the Secretary of State for Transport, the Department for Regional Development (Northern Ireland), the Scottish Executive or the Welsh Assembly Government as appropriate. |

The safety of cyclists at road works was examined as part of a wider research study of cycling schemes by the Transport Research Laboratory (TRL) on behalf of the Department of the Environment, Transport and the Regions (DETR). Existing cycling related accidents were reviewed. Where appropriate, engineering techniques were recommended to help make cycling safer. |

TRL 370 Cyclist safety at road works
About 200 cyclists are injured each year at road works in Great Britain, including some 40 serious or fatal injuries, although the road works are not necessarily a contributory factor in all cases. The objective of this project is to investigate the extent of the accident problem and, if appropriate, to see if ways can be found to improve safety. The methodology comprises three main elements: an analysis of accidents involving cyclists at road works for the five years 1992-1996 using STATS19 road accident data for Great Britain; video filming of five road works sites to obtain information on driver and cyclist behaviour; and a survey by local authority highway inspectors of local road works routinely inspected, to provide information on aspects of the layout of road works that might affect cyclists. The main conclusion from the research is that the primary safety problem at road works is drivers attempting to overtake cyclists with inadequate clearance. This should be addressed by more use of lower temporary speed limits and revised guidelines on lane widths, backed by driver education and changes to the Highway Code. |
